Introduction

The Human Relations Department or Human Resource Department of an organization oversees a number of functions such as hiring, firing, training appraising, resolving conflicts, and monitoring certain polices (Palmer, 2009). In addition, Human resources department also keeps employees updated on certain laws such as discrimination and safety laws therefore, it is important that all people of human resource managers including managers must get appropriate training. in this proposal I shall develop a recruiting and staffing training program for a group of new human resource management (HRM) employees at ABC health care company. I shall be outlining a comprehensive strategy for the training program.

Overview of HR Planning Process

HR planning is a significant and continues process because both internal factors such as retirements and turnover and external factors such as environmental, technological social, cultural, political, legal, and economical changes (Kirkpatrick, 2010). All of them have impact on an organization. There are basically four major stages of HR planning process. The first stage is about gathering and analyzing information about expected demand base on future plans of the business and availability and supply of the staff to meet those demands. Second stage of includes identification of specific human resource objectives which involves decision regarding whether candidates for new post will be hired internally or externally (Shaban, 2007). Third phase of planning includes designing and implementation of the program aligned with the objectives of the company. These programs include retaining and training programs. Lastly the fourth stage involves evaluation and monitoring of the plan and making changes accordingly.

Overview of Recruitment, Selection, and Hiring Process In order to increase quality service and employee retention, HR should fully comply with recruitment and selection process. There are few important steps which should be followed to hire talented and efficient employee within the organization.

Evaluate the need and identify the vacancy

Development of Job Description and Job specification

Development of recruitment plan that includes placement goals, position period, diversity agencies, resumes banks, and additional advertising resources.

Posting the position and identifying the recruitment plan. Furthermore, in order to identify talents candidates outreach and sourcing activities are must to be engaged with (Brookfield, 2008).

Review of applicants and development of list of short listed candidates.

After short listing the candidates they are called for interviews. They are short telephone interviews to check the availability and qualifications of the candidate

After passing initially interview candidates are called for assessments or tests.

When candidates pass the test, they are called for the final interview. these interviews can be panel interviews, phone interviews, and visual interviews. In ABC healthcare company, usually panel interviews are conducted that include unstructured set of questions Along with candidates it is also important for employers to get themselves prepared.

After passing through all these stages, candidate is selected to hire. Before, finally offering the job to the candidate organizations do reference check.
