CHAPTER 1: INTRODUCTION
Background
There is much controversy about whom and what is to blame for the high teenage pregnancy rate in United Kingdom. There are many attempts to support teenagers with their sexuality and with pregnancy if it occurs; for example, many teen parenting classes provide information on both prenatal and neonatal care. Also, support groups have been made available to them. Yet, this country has been groping for ways to decrease the pregnancy arid childbearing rates. The outcome has been that teenagers were being exposed to numerous and Contradictory, ambiguous messages, and United Kingdom is still leading the industrialized countries in the rate of adolescent pregnancies. (Porter 1969, pp. 31)
At this writing, there is general consensus on the local, state, and national levels that there are identified needs and deficient conditions for this target group that necessitate policy action. It is generally agreed that parenting teenagers have special needs which are usually unattended and they are high risk for school dropout. The traditional high school setting was not designed to meet the physical, social, and emotional needs of the adolescent, expectant teenager or teenage parents. These youngsters are striving to cope with physical and emotional needs such as dealing with questions related to prenatal problems and concerns, and how to plan and care for an unexpected infant, or where to sit when you are eight months pregnant and peers laugh because the desks are now too small. (Vincent 2009) Thus, teenage pregnancy has been the major reason students leave school. Adolescent pregnancy represents a serious social problem that requires an understanding of extremely complex behaviors in order to formulate effective policies.
