Introduction

With the rise number of inmate population in the prison system, department of corrections are increasingly facing the dilemma of serving the special needs of different inmate population groups with specialized needs. In 2006, there were more than eight million offenders under correctional control which has pushed the state department of corrections to provide extemporized social as well as medical delivery services (Taxman, Young, Wiersema, Rhodes, & Mitchell, 2006).
