The ultimate mission of the Human and Health Service Agency is to ensure the maintenance and improvement of health and well-being of the and ensure access to health services and social services adapted to their needs, and, in collaboration with institutions, community organizations and professionals who provide them.
In this regard, the Agency intends to address the development in its broader perspective, from forward planning skills to the development of targeted skills and support career paths that enable individuals and organizations to evolve to become with the people in them. To this end, the Act respecting health services and social services defines the network environment of health and social services where local government bodies for health services and services social need to register in a regional network which is coordinated by a regional body that is the Agency.
In this sense, the Agency assumes its role of coordination particularly in the organization of integrated services, finance, human resources and specialized services.
To do this, it must assume the following responsibilities:
Ensure public participation in the management of public network services and ensure respect for their rights (user committees, committees of residents, boards, information on services, rights, remedies and obligations of users, mechanisms satisfaction measures);
Ensure the safe provision of health services and social services to users;
Exercise the responsibilities entrusted to it by the Act respecting pre-hospital emergency services;
Develop tools and information management for institutions in the region and adapted to the peculiarities of these;
Evaluate the results of the implementation of its strategic plan and ensure the accountability of its management according to national and regional targets and recognized standards of accessibility, integration, quality, efficiency and of recognized efficiency;
Manage the regional record-keeping of users including the management of access profiles and consents;
Approve the parameters of health services and social services established by the institutions;
Exercise, in certain circumstances prescribed by law, a power of surveillance, investigation or inspection;
Carry out any mandate entrusted to the Minister.

Coordination of Services
Coordinate medical activities of physicians and the activities of institutions, community organizations, intermediate resources and private nursing home, and encourage collaboration with other development agents in their environment;
Ensure coordination of services in the region with those offered in surrounding areas;
Promote activities to improve the health and well-being of the population and ensure intersectoral collaboration required;
Determine the general conditions of access to various services offered by institutions of the region and ensure that referral mechanisms and coordination are functional.
Resource Management
Develop regional plans for workforce planning and medical staffing plan of the region;
Ensure the consolidation of joint procurement;
Economic management and efficient use of human, material and financial resources at its disposal.
The Allocation of Resources
Allocate budgets for schools.
Grant funding to community organizations.
The administration and financing of capital expenditures and equipment made by public institutions in its region with respect to work authorized by it.
Control the budgets and subsidies.
