The nonattendance of a general legislation associated to inforamtion and communication technology and its use by governmental administrations and Agencies did not avert some Agencies from taking lawful steps to insert, regulate or enhance the use of ICT inside their respective entities.
In 1997, the Prime Minister conceived, by conclusion number 33 antiquated 24 May 1997, a enduring ministerial committee to study the computerization of the Administration and to modernize the work natural environment therein. The function of said committee is, although, firmly advisory as it was not granted any regulatory competence in periods of ICT and the use thereof.
