The Virginia Resolution was authored in secret by Thomas Jefferson and James Madison in response to repressive Alien and Sedition Acts passed in 1798. In opinion of Jefferson and Madison, Acts was unjust. They also represented the major victory for Federalists. By writing Resolution, Jefferson and Madison spearheaded protests of those against Alien and Sedition Acts and those in support of stronger states rights (Jonathan 1832).
