Recovery Timeline

Scenario General Description:

Chlorine is a highly poisonous gas which is needed to be pressurized and cooled in order to maintain it in liquid form for the purpose of shipping and storage. In case of release of chlorine gas, it quickly starts to spread close the ground level. Chlorine is yellowish green in color and when taken as a single entity it can be assumed as a non flammable gas. However, it can react in a highly explosive manner when comes in to interaction of other explosive compounds such as turpentine or ammonia.

By considering this condition the Universal Adversary (UA) operates an industrial facility centre which stores a large amount of chlorine gas in liquid form under intense pressure. Just by the help of a low power explosive, UA ruptures a storage tank, resulting in the release of large amount of chlorine gas in a downwind direction to the site.

Planning Considerations:

Geographical Considerations/Description

The location and volume of chlorine storage facility and the population living at downwind to the storage facility can be handled properly to deal with the ground conditions. In the United States of America, the bulk storage tanks of chlorine are very common having a capacity as large as 120,000 gallons in the United States.

National Planning Scenarios

Mission Areas Activated

Prevention/Deterrence:

The ability to block the attack is subject to prevent the acquisition of weapons and conditions leading to such kind of disasters. The immediate actions that are needed as counter measures to the scenario include the dispatching and detection of chlorine along with the assessment of hazards, prediction, sampling and monitoring.

Emergency Management/Response:

The actions that are needed as emergency response and management include alert, notification and activation, control of traffic along with the access, protection and safety of special populations, support for resources and assistance requests along with public information activities.

Evacuation/Shelter:

Evacuation/sheltering/protection of peoples living at downwind populations will be needed immediately.

Victim Care:

The victims of the incident will require to be treated with difficulty in normal respiration along with intense distress or vehicular accident trauma. Long and short term treatment will be needed in this regard.
