Human resources can be a crucial differentiating factor in the markets more competitive today. Indeed, several human capital challenges already hold the attention of business people, such as: the evolution of global demographic trends combined with the growing scarcity of talent, financial scandals and the accentuation of regulatory issues and technological innovations that allow new ways of working, increasing globalization of the economy, increased outsourcing options and outsourcing and of course the continual pressure to increase profitability and performance.
However, the HR manager is at the heart of these challenges. These days, it must increasingly act as a strategist and project manager, that is to say as a leader who manages the HR function and operations team, but which maintains a partnership with the CEO and members of the Board on a number of strategic issues (Ryan 2006, p. 276). It is expected to play a leading role in developing and shaping the business strategy, not "just" in staffing.
