This report has focus on the primary and secondary issue that relates to Banksias Health Service (BGS). The organization consists on around 500 employees and does face the major problem with having no department of Human Resource Management. This lead to further issues emerged and caused BHS treated with very poor performer in the field of health department in state. The initial part of this report has analyzing Strategic Human Resource Management and the analyzing it with issues of Banksias Health Service such as the management style of Chief Executive officers, lackness of human resource management and the compliance of government policies were in BHS. The secondary issues that includes has relates to Ineffective communication, Lack of trust in human resource policies and sense of Unfairness among employees within organization. This report also explains the certain impact that causes by the issues with low morale of employees and poor organization effectiveness. This report provide the alternative solutions for the above issues and determine how to resolve problems of BHS through make establishment of Human Resource department and achieving it through after implementation of Effective communication system.

Introduction
Organization Banksias does not have the human resource department in their organization. The chief executive of the organization does not have making much realization for it and does not making his understanding to improve the overall efficiency as well as productivity of organization. An organization without having human resource department their staff does not moving towards the right t way because they do not have the clear picture of human resource policies. Banksias Health Service have face the same issue due Chief Executive Officer does not implement it. Banksias went underwent for restricting and rectifying the issues, although there is need of restructuring the entire organization that was not working with successful an effective management policies of human resource and creating issue due to its persisting.
Discussion
The key issues that we have discussed in this report are to identifying and usage of SWOT analysis. There are no communication among employees, no involvement of Strategic Human Resource management and poor change of implementation. These key issues generate the contribution of regular failure and leads towards organization downfall. There is the need to understand this key issue that troubled the entire Banksias Health Service and making enable to running back towards its growth. In addition, there is some other key issue that like search conference was also done to indentifying the primary as well as secondary problems of origination.
