Introduction

All organizations have human resource management. Apart from the degree of the resources of any organization and its size, the business/organization prospers and strives for its survival because of the performance and capabilities of its employees. In order to make the most of those performances and capabilities, certain activities are important in the organizations. These activities can be given any formal name such as human resources, human development or human resource management or not. The high incidence of the public sector in social and economic activity, the variety of needs it serves, the amount of funds we mobilized and the high number of staff attached to it, makes it a focus of attention, study and debate at various levels (Wehman & Brooke, 2008). 

HRM (human resource management) function comprises a number of different activities and among all of these different activities the most significant one is “human resources”. The profession of HRD and function of HRM have changed a lot in the past twenty to thirty years. In the past, big organizations seek help from “Personnel Department” for managing the paper work of hiring and paying people. Recently, “HR Department” is considered as the most important part of the organization, it plays a major role in recruiting, managing the people and the organization to ensure the high performance and training.

Strong labor market and relative scarcity of young workers is to ensure that topics related to difficulties in recruiting in companies have an important place in public debate. Different discourse surrounding this phenomenon show a wide variety of situations that revolve around a greater or lesser weight given to demographic changes, the values ??of new generations entering the workforce or the characteristics of jobs through technological progress and changes in work organization, are continually changing in nature. The situations that produce difficulties in recruiting for companies appear multifaceted and different depending on the sector of activity, firm size or nature of their activities (production of goods or services). The changes specific to each industry and each company generate new demands for skills and new requirements for workers who put the human factor in a prime position in the struggle for competitiveness. And this is even more pronounced in a constantly changing economic environment in which employment is increasingly defined as a set of skills required to perform efficiently the tasks that constitute today and to adapt at the lowest cost, changes that will affect tomorrow.
