The program is relevant: The profiles of communities and the national and regional statistics indicate that the persistent poverty, high unemployment, low-education level, the scarcity of jobs and the high percentage of children in communities First Nations demonstrate the need to offer support to parents and children in low income.
The Program responds to needs identified by communities: The evaluation found that the HS is appreciated and it responds to needs identified by communities. Although the flexibility of the program poses challenges for accountability, in this perspective, it seems to be a force. In particular, programs that provide lunches or hot lunches for children are highly valued by parents and teachers as well as cultural education programs.
