Introduction

The main purpose of this report is to identify the social policy of employment. The questions and issues in this policy report are the appropriateness of policy for the employees. This is a very attractive topic because this helps me to getting appropriate information about the disadvantaged people in the labour markets. The policy reports discuss the initiatives taken for the workless people into paid employments. It discusses the efforts of Working Neighbour Fund (WNF), which has the aim to provide support to the councils and communities in order to bring workless people into work. Working Neighbour Fund plays a very significant role in supporting the workless people and getting unemployment opportunities for them (Besley, 2000, p. F672).

Presentation of Report

This policy report is a presentation of the policies and initiatives for the disadvantaged people in the labour market. European society is in a process of change, which got influenced by factors such as technological advances, globalization of trade and population aging. The European employment policy, social affairs and equal opportunities help to improve the living conditions of the population with the prospect of sustainable growth and greater social cohesion. The European Union (EU) plays a prominent role in the social field. For example, develops a legal framework for the protection of European citizens. It also promotes cooperation between Member States, coordination and harmonization of national policies and participation of local authorities, trade unions, employer organizations and, in short, all those involved (Bertrand, 2004, p. 249). The objectives of this policy are employment growth, job quality and working conditions, mobility of workers, information and consultation of workers, combating poverty and social exclusion, equality men and women, and modernizing social protection systems (Blank, 1989, p. 54).

The labor government initiatives was another movement which had been taken in order to reduce the labor problems. These initiatives helped in the solution of labor programs. These initiatives were in support of the labor parties, and designed in order to give privileges to the labours. Thus, the labor government initiatives turned out to be the best meaures for the labours, and provided them the desired support.

The Wider Policy Context

According to British studies, there are two periods to determine the effect of minimum wages. The first period is before 1993, and this is the period when the minimum wage has started from the industrial level. There are very limited studies that have made discussion on the effect of minimum wages, and according to these studies there is no negative effect of minimum wages on the employment. There is a great consistency between this data and the data obtained from Card and Kruger. According to these data, the rates determined by wage council are fixed and they keep on increasing in industries. The fixed rates increase the growth level in the industries and decreases the chance of declines in industries. The first national minimum wage act has enforced by Britishers in 1999.
