Introduction

Sir William Beveridge was head individual of a rather obscure reconstruction committee. He suggested that there should be a flat rate of subsistence advantage, a flat rate of assistance, unification of administrative blame, adequacy of advantage, comprehensiveness and he furthermore conceived a new scheme of classification (Morgan 2002).

But how far did the Beveridge report actually influence on government designs for reconstruction? Lord Nathan recounted the Beveridge report as “an emblem of wish for the future”. This is equitably indicative of the general answer to the report in the Houses of Parliament.
