Introduction

For a safety management system to be effective, it must be partnered with a strong leadership technique. This article seeks to establish a model for safety leadership that been created in light of leadership discussion within the safety community and mainstream thought on organizational leadership. Leadership realized in the process whereby one or more individuals succeed in attempting to frame and define the reality of others. Indeed, leadership situations may be conceived as those in which there exists an obligation or a perceived right on the part of certain individuals to define the reality of others.

Discussion

Leadership and management often confused, but not that one reaches to make a real difference between these two realities inextricably linked. The management could be defined as the process by which it administers and coordinates effectively and efficiently resources (material, financial, human, etc.), in the effort of achieving the objectives of the organization. As for leadership, it seen as an interpersonal influence by which an individual leads another individual or group to do the job he wants to see completed. The interest in management has increased in recent years to invade almost all organizations, whether small, medium or large, for-profit or nonprofit. Local communities, governments, hospitals are no exception to this rule. The management of cities often designed as part of public management results from the idea that we can manage a state or local government in the same way that a company, at least trying to optimize the various resources (natural, material, financial, human, etc.). Indeed it shown that a proper management system may allow cities to be more efficient in terms of their operation and strengthen their democracy. Indeed, when the appropriate structures are in place and public goods, and services effectively managed, efficient and democratic, it can genuinely contribute to the development (Wood, 2005).

However, we believe that if management is a crucial process in the progress of cities, however, it may be insufficient to meet the diverse challenges facing local communities. We maintain that leadership, in this case the local elected officials, is the cornerstone of democracy and the development of these local organizations. Nevertheless, it is a transformative leadership through which local elected officials, holders of a vision and sharing it with the grassroots, makes the necessary changes transform their environment (Bush & Glover, 2004).

Leadership and Management Development

Organizations currently involved in the dilemma of leadership and management development challenges, which results in lack of management abilities that normally rob the high-potential managers of critical on-the-job experiences, depleted resources for employee development, and a rapidly aging workforce, which results in decline of experienced managerial talent for leadership positions. The general failures of organizational structures and significant changes in work arrangements force executives and management development professionals to rethink, how high potential managers achieve the necessary developmental experiences for leadership positions.
