Introduction

The term health policy refers to the actions, plans and decisions that are introduced for achieving specific goals of health care within a society. World Health Organization states that the achievement of a clear health policy is comprised of several important things. It sets a vision for upcoming plans, it sets the role and responsibilities of different groups, it establishes an appropriate agreement and acknowledges the people. In United States, health care is provided by many different organizations. It is observed that there are many private sectors that own and operate health care facilities (Patel and Mark, 2006).

Thesis Statement

“Right to health care, fairness, access, cost, efficiency, choice, quality and value is questioned in the active debate related to health care reform in the United States” (Patel and Mark, 2006.p.143).

Explication

Government provides the health insurance for public sector employees on a primary basis. A significant percentage of healthcare spending and provision is derived from different programs including Medicaid, Medicare, Veterans Health Administration TRICARE and the Children's Health Insurance Program. Rest of the population is insured by their own or a family member's employer, some of them purchase health insurance on their own, and some of them remained uninsured (Frank, 2006),

Health policy is divided into many categories such as pharmaceutical policy, personal health care policy and other public health related policies including breastfeeding promotion policy, tobacco control policy or vaccination policy. They cover all the aspects of health care like delivery, financing, quality of care, access of care and maintenance of health equity. Many topics and evidence are present in the politics which influences the decision for the adoption of a particular policy by a private, government sector business or different other groups. Evidence-based policy is dependent on the implementation of science research and rigorous studies including randomized controlled experiments for identifying the practices and programs that are enable to improve the relevant outcomes of the policy (Patel and Mark, 2006).

Personal health care policies are mostly surrounded by the political debates specifically those policies that are made to reform health care delivery. This is generally categorized either as economical or philosophical policies. The philosophical debates center are focused on the concerns related to the rights of individuals, government authority and ethics while in the economic policies measures are identified to minimize the costs and maximize the efficiency of health care delivery.

In Saudi Arabia the healthcare system can be defined as a national health care system in which health care services are provided by the government through various government agencies.
