Identification of the specific standard, guideline or criteria

The criteria and guidelines for the accreditation of health and social services, in pursuance of the regional laws, were defined by the Regional Council. The aim is to ensure a high quality standard of services and facilities and to regulate the relationship between creators and public clients through service contracts, surpassing the current procedure for selecting suppliers, based on contracts that do not enhance the specificity of services to person and not conducive to the stability and managerial skills. The accreditation system requires precise guarantees on continuity of care, on quality, joint management of services. It is regional plans and local (regional, municipalities, and health agencies) that identifies the needs for services and interventions for each area to be accredited. The Public service providers (such as public companies, personal services, Asp) are required to be credited, respecting the same criteria and requirements of private, for services that run directly (Hosford, 2008). With resolution of the Regional Council, it is defined as the requirements for accreditation of home care, day care centers for the elderly and the disabled, homes retirement homes, residential centers of social rehabilitation for the disabled. With the definition of the tariff system (currently only relevant to home care and social and medical facilities for the elderly) may be granted interim accreditation to facilities and services already bound by contractual agreements with municipalities, the Local Health and Asp (public companies for personal services), whilst there will be a provisional accreditation for the other services and facilities. Both the transition to the provisional accreditation is preparatory to the final issue of accreditation (Hosford, 2008).
