The reason behind this is that the criminal justice systems are not administered properly and the actual criminals are not given punishment and this situation further allows the actual criminals to carry out more crimes in the societies while the innocent person is given the punishment.

In United States, the criminal justice administration has now become more enhanced as compared to justice system that was practiced before. The continuous changes and the improvements have been made in the criminal justice system so as to provide equal rights to the people in the societies and to punish the actual person or the group of persons who have committed the crime and have harmed the victims (Clarence, M. D., 2000). The development and the implementation of the criminal justice administration practices are made in the United States justice criminal system in order to discourage and mitigate the crime, as well as to take strong lawful actions against the people who violate the laws with the criminal practices and efforts.

The different and conflicting decisions of the criminal systems negatively affect the practicing of proper and accurate criminal justice systems. Other factors involve the basic investigation teams. It is been found from the research studies that most of the severe punishments have been given to the people who belong to the minority group in the societies. Despite of the various laws and regulations relating to the protection of ethical minorities and relating to the provision of equal justice system, there are still flaws in the criminal justice systems.

The inefficient and ineffective criminal justice administration is creating severe and direct impact upon the civil rights.
