Introduction

After September 11th, the US arranged its Homeland Security policy by highlighting few things. First and foremost, coordination during a security crisis is highly desirable, but it is not automatic. Second, increasing security funding does not necessarily induce coordination, nor does it solve the collective action problem associated with emergency response. Third, local governance and institutional context are fundamental considerations when thinking policy-making system and its vital administrative agency in charge of implementing policy. In responding to this pressure, policymakers demanded that federal agencies “do much more” and “do things differently” to protect the homeland. In reacting to these demands, the federal bureaucracy was forced to choose between two organizational strategies. On the one hand, the bureaucracy could have gone down the traditional path of delegating authority and creating formal routines to deal with the terrorism threat.

Role of the Department

U.S. Department of Defense is the federal Office of the United States responsible for coordinating and supervising the functions of government agencies involving internal security and military forces. Secretary of Defense is a member of government (cabinet). The Secretary of Defense is the sole defense policy advisor to the President. President gives direction to the Department of Defense, under which it takes various decisions (Andrews, 2011). The Deputy Secretary is the second most influential person as he has gotten the authority and power to exercise all the powers of Secretary on any matter. Like the Department of State, Department of Defense is also responsible for reporting federal government and the President of the State.
