Introduction

In 2006 the Stern Review resolved that stopping unsafe weather change needs that annual emissions be decreased to more than 80% underneath present grades, and that the charges of decreasing emissions now far outweigh the charges of considering with weather change in the future.   The UK Government lately enacted legislation that commits us to lawfully binding carbon decrease goals of 80% by 2050.  Working in the direction of the UK Carbon Budget and the Committee on Climate Change recommendations for a 2005 baseline suggests a 21% decrease in carbon emissions by 2020 and a 77% decrease by 2050.
