Introduction

Drug trafficking is a very lucrative venture involving white-collar crime, including money laundering and political corruption. Define as the illegal movement of drugs across the border. Program Description

There are 28 HIDTA, which includes about 16 percent of all counties in the United States and 60 percent of the U.S. population. Designated HIDTA counties are located in 45 states and Puerto Rico, the Virgin Islands and the District of Columbia.

Locally, HIDTA directed and guided by the Executive Council, composed of an equal number of regional and federal nonfederal (state, local and tribal) leaders of the law. The main feature of the program is HIDTA authorization to the Executive Board to develop and implement initiatives aimed at the threat of illicit drugs in each HIDTA. This flexibility allowed for each HIDTA Executive Board might adjust their strategies to local conditions and respond quickly to changes in these conditions.

Each HIDTA assesses the threat of drug trafficking in the area defined in the following year, the development of strategies to combat this threat, design efforts to implement the strategy, it is proposed that funding for the initiatives, but also prepares an annual report on the implementation of the previous year. (Bassiouni, 2009).

Departments and Agencies

Office for Drug (DEA) is part of the U.S. Department of Justice, along with the Federal Bureau of Investigation Service, law enforcement and Immigration and Naturalization Service. The current Director of the DEA, Mr. Asa Hutchinson appoint to this position by President George W. Bush on Aug. 8, 2001. Currently, the DEA has more than 4,600 special agents, 680 analysts and 4100 staff members of support staff, including specialists, chemists and investigators to monitor the diversion of precursors, and narcotic drugs, and administrative professionals. The approved budget for the DEA in 2002 amounted to about 1.8 billion dollars (John Bailey, 2000).
