Cloud Computing is the culture of outsourcing some part of company's technology to a common 3rd party setting. The terminology is new, but the concept is not fresh. In the past, matching contributions were known as Application server provider. Internet is commonly known as the cloud & the terminology Cloud Computing take place from this correlation (Agranoff, 2008). Cloud Computing is defined as the dynamic and active provisioning of Information Technology potentials like software, hardware and services from 3rd parties on a network. McKinsey states that clouds are hardware supported services offering network plus, compute, storage ability where hardware administration is extremely thoughtful from the consumer; buyers obtain infra-structures and communications costs as variable operating expenditures and infrastructure ability is extremely expandable. Cloud computing has strong ties to ubiquitous computing, where multiple computing resources are available for use via the Internet. It also had its roots in the search and retrieval systems that emerged in the 1990s (Chien, 2003).

These search and retrieval systems originally were based on cluster computing but eventually migrated to the geographically dispersed grid computing. Cloud computing can be considered a natural evolution from grid computing in its approach to providing computing resources to remote users. In late 2006, Google CEO Eric Schmidt publicized the cloud computing concept. As discovered during the literature search, an extensive increase in cloud computing research has occurred, especially starting around 2008. Research efforts emphasize a variety of topics related to cloud computing. Some of these topics include applications and their capabilities, costs, the need for cloud computing, security, reasons for adoption, and growth trends. The focus here is on factors influencing the adoption of cloud computing as a method for performing computing and information management functions for an organization (Choudhary, 2007).

The goal achievement perspective of network management may have reduced credence with network processes because objectives are autonomous with no central, authoritative coordinating actor. The application of ex ante devised objectives is unreasonable because actors adjust their perceptions and targets interactively, reacting to the responses of other parties and the environment. If some parties do not take part in the interaction process, it becomes very likely that their interests and preferences will not get a representation in the inferred solution. Hence, network results must be considered by the 'ex-post satisfying' standard on the basis of the subjective judgment of network actors. It is both the 'significance and meaning of relationships and practices' that constitute the most desired effectiveness assessments.

Cloud computing technology runs applications as a service over the Internet on a computer architecture that is scalable to meet user needs. The methods employed by cloud computing depend on the services being offered. These applications capitalize on technology innovations such as Web-based operating systems.
