Executive Summary

The main objective of this report is to prepare the plan of Project Management so that in order to implement the proper changes in Up gradation of IT in Parlynet Project. The implementation of Parlynet IT Project 2002 was not successful as the management was not capable of managing risk properly. Moreover, communication, security, training gaps have created lots of hurdle for them to implement it successfully. In this report I tried to prepare a plan for successful implementation of the project in the light of Project Management techniques.

Introduction

1.1 Issue Description

In November 2002, 132 offices of electorate across the State and parliament were integrated with the help of IT. The upgradation of IT refered as Parlynet 2002 Project. It was the hardest task as it requires integration that will enhance the quality of work with in less time. But, after it has implemented, the users reported problems relating to performance of the Parlynet network and applications. They were not satisfied with the speed, functionality, and reliability of the system. Moreover, many people are not aware by the fact how to utilize it. Certain issues were observed such as, delays in accessing electronic files, long log on times, and security issues.

The Parlynet 2002 Project was not only the issue of poor project management but also management of Parliament's administrative services and lack of expertise of IT personnel.

Identification And Analysis Of Issues

2.1 Project Integration

Parlynet Project 2002 requires Integration management as it is an element of project management that coordinates all aspects of a project. Project integration, when properly performed, ensures that all processes in a project run smoothly. In case of Parlynet 2002 Project, all the systems were not integrated with each other as the IT management has lack of experience. Integration management will produce a series of deliverables (PMBOK guide, 2004). These deliverables include the project charter, project plan, and preliminary project scope statement.

The Parlynet Project requires proper planning such as when to start the project, what would we be the best possible plan to implement it with in less time. For Parlynet Project initiation Process we will develop project charter with in maximum 8 days in which we will develop mission, objectives and goals in order to carry out the project. In this period we will try to develop strategies relating to resources and budgeting.
