Introduction

ATP projects focus on the technology needs of American industry. Companies conceive, propose, co-financed projects and perform ATP in partnerships with academia, independent research organizations and federal laboratories. ATP has strict rules governing the sharing of projects co-executors

The researchers of Armstrong industries were planned to conduct a project for investigating the microstructure of insulation and their cells, pores, within it. The basic objective of this project was to development of new technology and this technology is based on new generation insulation material .This material depended at morphology or structure to achieving superior insulating properties and it was associated with energy saving . Advanced Technology Program (ATP) was sponsored in this research. Researcher succeeds at this research and achieved basic aim of this research.

Project

A project is a plan consisting of a set of activities that are interrelated and coordinated. The reason for a project is to achieve specific objectives within the limits imposed by a budget, quality and a previously established time frame previously defined. A project is to bring together several ideas to carry out, is a venture that occurs during a limited time, aimed at achieving a unique result. Is a response to a need, in line with the vision of the organization, although it may deviate depending on the interest? The project ends when you get the desired result, and we can say that collapses when it disappears the initial need or depleted resources (Dennis, 2010).

Project Management is the application of knowledge, experience, methods and tools to the work of the project to meet the requirements for the project, and expectations of project participants.

Project Manager

The project manager is the person who conducts a project and monitors its success. In general, he directs or leads a team or for the duration of the various projects he is responsible.

This role requires the skills of project management, good interpersonal skills and technical knowledge in the areas concerned. The term is applied in various sectors such as construction, the industrial engineering, software, the marketing and communications for the design or redesign of products, services, systems, or the establishment of new processes or procedures (e.g. quality management, improving productivity, or customer relationship management).
