Introduction

Performance outcome measures are part of management tools which are employed to clear aims and objectives, employees' contribution for accomplishing goals and advantages that are associated to the clients' services. This is not an additional part for agency but this is the division of the process planning in order to see the affect of program and services has on the employees that are offering their serving. These measures also assist for maximizing the affect of dollar amount that is spend on the services and programs. Beside this, it also permits agencies to share their achievement with other agencies. The focus of this paper is to discuss the effects of the two provisional factors (positive or negative) on the agency and the service provider and analyzing the costs and benefits of regulated operational standards on the effectiveness of services (Leihigh County, 2013).

Provisional Factors

Two provisional factors that have direct implication on direct services are performance and quality. Both performance and quality are necessary for agency as these measures will evaluate the success of the service of the client, effectiveness of the program, skills of the service provider and efficiency of the agency.

Effects of Provisional Factors

The effects of the performance and quality as a provisional factors have positive impact on agency and the service provider. For the purpose of assessing of activity performance, each state agency should establish quality and performance objectives for major activity in the agency's budget. The performance and quality as a provisional factor will help budget analysts of agency to understand and forecast the results they are expecting from an investment of resources.
