The world has drastically changed if a comparison is to be made between the primitive times and the current era. Societies existed back then as well, as they do today; however, the formation and management of these societies differ a lot. As the world progressed, the man and his society Change their orientation towards a more dignified and civilized society. The new and improved civilization paved ways for formal and effective administration, also enabled the man to administer the inhabitants of his region with respect to their lifestyles and social well being. Moreover, the administration over time has designed and implemented numerous programs that meant the betterment of the people of the region (“Mental Health”, 4). However, in the cover of those programs, the administration had initiated several programs that either did not have a sound basis, or were deemed as redundant, as they catered to only a fraction of the society which could be served by different other facilities, as well.
Different Types of Budgets
A budget is generally understood as a formal financial or monetary program that mainly enlists all the necessary objectives to be accomplished along with the stated expenses and revenues. As discussed earlier, the administration of a society over the time, developed numerous plans and programs for the betterment and social well being of their people. Similarly, the American government, being the administrative body of the world's most developed and financially secure country, has designed numerous programs and allocated respective budgets for them. These budgets are divided in to two main categories, which are for the public servicing and for governmental purposes.
Amongst the main arenas on which special budget plans are designed are medical (facilities and health care), social security, department of defense, discretionary, and other mandatory spheres of national interest (Sperry, pp. 225).
The process of budgeting involves the entailment of the identification of the expenses, determination of the numerous resources of the income, preparation of the proposed budget, establishment of a designated period for that budget, settlement of the procedures, allocation of income for the incurred expenses, supervision of the effectiveness of the budget, and reassessment of the budget, if required.
