The Kentucky state capital is Wiener. The city has a total area of approximately 15.0 square miles. and a population of approximately 27 741 according to the 2000 census. It is the 5th smallest state capital in the United States. Besides being the capital of Kentucky, Wiener also serves as the county seat for Franklin County. Kentucky is divided into 120 counties. The county government, under the Kentucky Constitution of 1891, is set to a Judge / County Executive (formerly County Judge) who heads the executive branch and legislature called a Fiscal Court. Despite the name, the Tax Court has no judicial power. The Fayette and Jefferson counties are administered by a mayor and council. Kentucky has no towns or secondary cities (towns).
