Introduction

Undoubtedly, juvenile delinquency is one of the mass important social phenomena in our societies, and is one of the international criminological problems investigated since the last century, and the manifestations of social behavior called the negative attention can be seen, usually in the adult population. We believe, it is important to address juvenile crime adult crime today, in order to predict possible tomorrow, and for this reason this research was of great interest as we take into account a variety of factors, that include the problem, analyzes and legal measures that are used for the treatment on young offenders. Current proposals to reform the penal age in Mexico are the justifications for several proposal and the possible consequences that would pass these reforms. Mexico is experiencing a social reality in a hard and cruel way, which is affecting in different ways, one of which is the increasing youth crime; it would be very easy to find increasing levels of crime in Mexico, however, did not want to touch sotros figures that do not reflect reality.

Historical Background

Juvenile delinquency or violations of children and adolescents is a daily phenomenon which is worrisome because, it affects directly or indirectly to a company, society and country and, there is a need to seek explanations preferably in order to determine the origin of this problem. The term "juvenile delinquency" was coined in England since 1815. We can define juvenile delinquency as the difficult and problematic, because in some countries Juvenile crime is a score that is obtained from the Criminal Code definitions that, apply when such offenses are committed by minors, and in others, juvenile delinquency includes a variety of events in addition to those that are listed in their laws background. In that way, the statistical figures of certain countries are artificially bloated with respect to juvenile delinquency, while others do not reflect those figures, but a limited number of deviant behavior Antisocial or deviant behavior refers to any act or action that violates social rules or go against the other, regardless of their severity. The question on the concept of juvenile delinquency requires us first of all to clarify two concepts such as crime and juvenile. Since1992, more than forty-one states have limited juvenile courts' jurisdiction over serious, violent, and chronic offenders. In most, states, the maximum age of the juveniles allowed in juvenile court is set by statue. In approximately thirty-five states, juveniles are defined as those individuals who are below the age of eighteen; in ten states, the limit is sixteen; and in three states, the limit is fifteen.
