Quality of healthcare can be defined as the meeting the expectations of the patients and to make certain that they are satisfied with the healthcare services provided to them. The quality of healthcare also depends on providing the healthcare services to the customers that result in achieving the desired outcomes. The healthcare provided to the patients should result in improved desired outcome; services that are provided to patients should be based on strongest clinical evidences and should be provided in a technically and culturally competent manner. Since the health is the most crucial and significant aspect of human therefore it needs to be ensured that services provided for these purposes should be with intense care. Care that is provided immediately and is responsive to the individuals any delays should be avoided; these services have to be patient oriented (Rose, 2005).
An important factor that contributes to improving healthcare quality is timeliness, services provided should therefore be in minimum time possible and improving the practice flow. Simultaneously it must be made certain that these services are provided on equal grounds to maintain equality avoiding any discrimination. The process of ensuring to maintain quality standards is an ongoing process improvement should be made on continuous basis. The quality of healthcare should be defined that includes all the elements of quality care. These elements may include; evaluating patients appropriately, for which it is important for the physician to appropriately make decisions of clinical judgment. The test of the patient's need to be interpreted by the physician with having patient's history in mind and then the treatment should begin depending on the physician's advice.

Maintaining quality in healthcare services is extremely important as the health of an individual can be not compromised, thus initiatives should be taken to ensure that patient is completely satisfied and the treatment results in desired outcome. However as highlighted in the case the hospital has not been able to provide effective services to its patients and therefore many of its patients have left the hospital without being treated or utilizing the services of the hospital. The rate of patients falling in the room because of long waiting hours have also increased. Services provided to the patients have not been efficient and therefore it resulted in customers being dissatisfied which increased the proportion of elopements which means patients left the emergency department without being evaluated. Thus administrator wanted to organize the department immediately and make the operations effective to make certain that desired level of outcome is achieved. It is not easy to assess the quality of healthcare as it requires statistical tools and quantitative analysis to measure the satisfaction level of the consumers (Rose, 2005).
