Introduction

Intelligence led policing can be described as a form of business and a managerial point of view in which the analysis of data and the crime intelligence are the most essential and crucial keys for an objective oriented and decision making framework that helps in reducing problems and crimes, interrupts in the crime taking place and prevents it through the use of both, strategic management and enforcement strategies that are effective in nature, that aims at serious outlaws and offenders.

Originally, the intelligence led policing was expressed as law enforcement tactical strategy that would help in reducing the rate of crime through the collective use of analysis of crime and criminal intelligence, so that the tactics could be determined to reduce crime. These tactics would focus on the and prevention of the activities of criminal offender and also concentrate on active and recidivist offenders. This approach focused on the gathering of information with the extensive use of top secret informants, interviews of the offenders, investigation of the recorded crime, calls for service, inspection and observation of the suspected people involved in the crime, and the information gathered by the community or people. When the required data is collected through these sources, it is studied and analyzed thoroughly so that the managers of law enforcement can come up with practical policing strategies and procedures that they can enforce on targets, prevent offensive activities and further stimulate the operations of gathering information.

In the past few years, the understanding of the intelligence led policing has been seen to be broadening in its scope. According to the reports by the Audit Commission in 1993 and Her Majesty's Inspectorate of Constabulary in the year 1997, the use of intelligence, inspection, observation and informants to target and attack the recidivist offenders was increased to help the police act more effectively in crime fighting. This was quickly taken up into affect by some of the forces of police, most visibly by Kent Constabulary. After that, the use of the term 'intelligence' has spread to many countries that includes New Zealand, continental Europe, Australia and after the attack of 9/11 in the year 2001, it has also become very common in the United States of America.
