Introduction

Human right issues are the most debatable concern all over the world. It is considered that these issues need to be resolved and every person has the right to live their own life with dignity and basic necessities. There are various organizations working all over the world to ensure human rights, most active of these is United Nations' Universal Declaration of Human Rights. Australia is also a member of United Nations and involved in various important concerns of the Human Rights Declaration. It is also member of International Covenant on Civil and Political Rights, International Covenant on Economic, Social and Cultural Rights, Convention on the Elimination of All Forms of Racial Discrimination, Convention on the Elimination of All Forms of Discrimination against Women, Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, Convention on the Rights of the Child, and Convention on the Rights of Persons with Disabilities (www .hreoc.gov.au). There are certain measures at the State level to ensure the human rights in Australia, under the Australian Human Rights Commission Act and Australia's Federal discrimination laws. Apart from these Australia is also an active member of different International Treaties and Declarations. The concept of Human Rights in the Australia is introduced with the colonization and after the Magna Carta and Bill of rights it provided the new dimensions to the acceptance of Human Rights. Various organizations and movements were working for the rights of common people. Jim Ife classified these various movements and implementation of laws in three generations. This provide guarantee for the rights of all the citizens as well as the refugees or asylum seekers. Apart from the fact that State focus on providing all the basic facilities to these refugees there is still problem that these people after migration kept in detention where various mishaps occur and this has increased the death rates in these detention centres.

Evolution of Human Rights Instruments

Human rights is very old concept but Proper ideology of Human Rights evolved after World War II in Europe, before this it was only considered as the bill of rights and it only consist of rights beneficial to a particular community, most of the people were neglected, after World War the condition of common people were worse due to unemployment and other political, social and economical issues that led them towards the concern about their rights. This was the beginning, various communities were free from slavery like blacks and there were various movements that make people realise their rights. Women activists' movements resulted in women rights and then there were various movements and organizations all over the world struggling for their rights. In Australia the concept of human rights emerged after Colonization, Australian parliamentary democracy and Australian Human Rights commission. It also involved laws at federal and state level to ensure the better condition of Humans and provide them basic facilities of life like food, health and education.
