The purpose of human resource management is to improve the productive contributions of staff to the organization so that they are responsible from a strategic point of view, ethical and social. The fundamental fact is that human resource management has the basic objective to contribute to the success of the company or corporation. Even in companies that are organized in an HR department to support the work of management, each of supervisors and managers are still responsible for the performance of members of their respective teams. The department's role is to contribute to the success of these supervisors and managers.

The human resource management is the organizational function that deals with recruitment, management, development and motivation of staff, including providing support and functional systems and specialized encourage employee involvement and management systems to support compliance with regulatory standards related to employment and human rights. Human resource managers are well placed for a crucial role to help their organization achieve its goal of becoming a corporate responsibility in the social and environmental which reduces its impact negative, and increase positive impacts on society and the environment (Koldewijn 2009, 4).

Recruitment is a series of actions aimed at attracting possessing the qualities necessary to achieve the goals of the organization. It is a complex organization-traditional activity, including all stages of recruitment, and assessment, personnel selection and reception staff at work. Some experts in the field of personnel management to consider this process in the flesh before the end of the introduction stage to the post. 

Recruitment is the set of techniques and procedures aimed at attracting qualified candidates potentially able to occupy positions within the organization. Recruiter vacancies are identified by human resource planning or at the request of management. The process begins when you started the search, that is, when the procedure initiates when attempting to explain workers or the general public the existence of a vacancy in the company, according to environmental variables and company policies. To recruit people within the organization, there are certain factors to be considered as the influence of these can be somewhat restrict recruitment; these may be caused in the organization or belong to the external environment (Lado 2008, 699).

One of the major concerns of the company is to find employees, retain them and establish a qualified global workforce. Successful companies therefore, endeavour to seek ways of hiring those candidates that can outperform in the market place with little support from the management. The global world now demand more specific and well structured job descriptions and models of competency that can aid the employees without formal training of management and prepare them for reasonable working environments. Organizational culture is particularly related with human resource management as culture is defined through people and people form the organization and govern its activities. It is, therefore, meaningful and, an accepted practice to study human resource management from the cross cultural perspective.
