Introduction

The security of the Western United States such as land, air, and ocean from the illegal individuals, weapons, drugs, and other stash while helping legal voyage and exchange is essential to country state, simultaneously the Nation's financial thriving. As the emergency manager in a city of 200,000 people my objective is to keep focus on three interrelated objectives: adequately securing U.S. air, land, and ocean and border; protecting and streamlining legal exchange and voyage; and disturbing and disassembling transnational criminal and terrorist.
