Background

Currently terrorism is increasing rapidly in every part of the world. Terrorism remains a major threat to peace and security. In recent years there has been a significant expansion in terrorist activities. Contemporary terrorism is no longer purely domestic or transnational, but truly international (Fernando, 2011). The United States is facing the threat of terrorism on its own territory for more than two decades. The concept of country and boarder's security from disasters and terrorist and has long existed in the history of United States, but under the guise of various government agencies and names. At the time of cold war, United Stated of America was focused on the concept of civil defense and protecting its people from the military threat of nuclear attack. The terrorist attacks in New York, Washington DC on September 11th, 2001 killed several thousand people, among whom there were many British nationals and citizens of almost seventy other countries (Homeland Security, 2012). This was one of the shocking terrorist attacks on United States which blown mind's of every person all around the world.

Fight against terrorism is a serious problem that requires a deep and comprehensive study. Counter terrorism has therefore been one of the most prioritized focuses of United States especially after the attack of 9/11. Therefore Authorities aimed to establish mechanisms and controlling elements that may help in avoiding terrorist activities, once and for all. In order to fight against terrorism and to establish an effective national system of countering it, United States adopted a series of effective measures. Out of which, establishment of Homeland Security department was one of the most significant and efficient development. In this memo we are going to discuss one of the most important sources of Security (Homeland Security). This memo will focus on the existence, and objective of Homeland Security. Moreover this memo will discuss the worth of homeland security over freedom and constitutional rights of individuals along with significant discussion on effectiveness of Justice Agency.

Discussion

Homeland Security is the term used for the efforts of United State to maintain its security level and ensure a peaceful and terror-free environment in the country. The establishment of Homeland security Department has evolved not only since 11 September 2001, but after the adoption of the concept the "War on terror", the situation that resulted from Katrina and environment and pre pandemic issues. However, special attention was given to this term in the year 2011 when a significant event of terrorist attack took place in the United States. After September 11, crisis management and public safety were incorporated into Homeland Security. After the terrorist attack of September 11, 2001, Congress passed a legislation that created the Department of Homeland Security (DHS).
