Introduction

The paper would be based on discussing about Homecare Housing Association and the issues which are being faced in managing human resource. The association aims to provide high home care standards and promote them. It is one of the well known organizations which include providing care such as nursing care for people who are disabled and remain at home. Homecare Housing Association manages 20 units spread over south east England. This comprises three ex-local authority old people's homes , seven new, purpose built special needs housing developments, 10 ex local authority council housing estates and mostly sheltered housing for the disabled.

The association has expanded from a small voluntary group running two new housing developments for the elderly to an organisation employing around 600 people. The organization comprise of 40% workforce which is male and 60% female. Women are present in certain roles and departments, particularly in the Auxiliary, Nursing and Office Staff groups. At present, there are many issued being faced by the organization and there is a need to develop human resource management policies for its future development. This paper will discuss the problems which are being faced by the staff and determine the reason for high turnover. New strategies should be developed in order to ensure high growth and more employment opportunities for the employees so they can be retained and trained well for better performance. There is also a need to recruit quality resource which is dedicated in performing at their best.

Issues faced by Homecare Housing Association

HR increasingly has become the focus of responsibility for compliance and ethics initiatives and resolution of such problems in organisations (Henry, Temtime, 2009, p. 52). For Homecare Housing Association, it is necessary to establish policies and processes that encourage right action. It is well known that incentive systems helps in encouraging one form of action, even when official organisational statements seek something different. Codes of ethics or codes of conduct can identify right action, but may not be effective in bringing it about (Collings, Wood, 2009, p. 547). Human resource managers may act well in so far as their individual actions are concerned, and in policies on such matters as pay and conditions, but it is a step beyond that for human resource policies and practices to encourage and support ethical action by all organisational members.

The main areas related to HRM include training and development, recruitment and selection of staff, management of pay and conditions of work and grievance handling. Explanations include the increased salience of personnel issues in a more competitive environment, and diminishing union strength, which led to a reduced salience for collective bargaining in many organisations. It has often been associated with changed approaches and attitudes, as well as an extended range of tasks.
