Introduction

The health care system is a combination of health authorities and health agencies operating in order to maintain and promote health through disease prevention and health care. The importance of the health care system can be described from legal, social, economic and humanistic positions. The legal nature of the health care system is associated with the rule of the Constitution and federal laws, recognition of the accepted norms of international law. Moreover, the social character of health care system provides social guarantees for the protection of public health, public support of the family, mothers and children, the disabled and the elderly (Wolper, 2004, pp. 362-365).On the other hand, the management of health care is the process that occurs with objectives of controlling. However, following the roles are performed by healthcare management:

Management of technical operations include diagnosis, treatment, prevention, assessment, nursing, etc.

Management of Commercial functions involve the purchase, sale, exchange.

Management of financial transactions include the responsibility to raise funds and disposal for business.

Management of Insurance and protection of property and individuals.

Management of bookkeeping, accounting, statistics, etc.

On the other hand there are several factors that affect the role and functions of healthcare management. In this paper we will discuss the factors that have an influence on the role and function of healthcare manager. Moreover we will discuss the barriers that have an effect on healthcare management. In the end, in this paper, we will propose the roles and functions of healthcare manager.

Bearing in mind that America is a developed country; therefore, the administration of this country finds itself being embroiled in numerous imperative functions, which even includes, being excessively chary about the welfare and well being of the common population. It is the duty of the state to facilitate the fulfillment of the basic necessities of the inhabitants, amongst which the most imperative need is that of healthcare. As it can be witnessed that how essential is the facilitation of the healthcare services for the common people, management of a healthcare sector only becomes essential but also indispensable. There are several factors that influence the roles and function of health care manager (Robinson & Smith, 2008, 27). These factors include:

Globalization is understood as the emergence and consolidation of a global market. It has negative effects on the health of individuals and populations through mechanisms that lead to increased inequalities between countries, and especially within countries. Due to globalization, the role of management of disease prevention is rapidly changing the world. These processes are for ever-expanding spheres of individual and collective life, and have radically transformed the way we communicate, the trade, the food and living environment and working conditions.
