Introduction

Health care management crisis as a socio-economic sector, all other components, caused by both the general economic situation of the economy and not the perfection of the principles and appropriate methods of management in the emerging market of medical services. The theoretical and organizational basis of health management not implemented before the end of the study management problems medical institutions in qualitatively different economic situations. Study areas and implementation of the scientific search for alternative models of health systems, their possible learning and development of technological management of such systems are one of the pressing problems of recent research. Methods of economic and mathematical modeling in health care allowed as early as 60 years to provide in the application to medicine simulation of alternative management systems and health management (Daschle, 2009).

Attempts by individual researchers of the past to develop scientific research in this field sporadically encountered dogmatic set of centralized government and administrative methods that, in our opinion, hampered the adoption of evidence-based and predicted the possible (and impossible) ways to develop health care as a system. Health care management, once in the last decade of the twentieth century, caused a deadlock in the development of industry and the dismantling of the administrative and management practices, in return has not received, treated explicitly, in advance theoretically elaborated principles and forms of governance. Reforming the health care and could not get, and even more to realize the expected uniform principles of leadership, as emphasis has shifted the priority of management decisions with the state-level to the regional and institutional.

Discussion

In the resulting gap, poured an avalanche of “homegrown” rationale and methods, declarative implying rigorous management in modern conditions. The scientific inadequacy of most of them, on the one hand, as expected, did not resolve as private and common problems of management and brought the system to a more precarious state, on the other - made it into the hands of the extreme opponents of reform argument in defense of the priority of the organizational and not the economic health management (Angel, 2006). In our opinion, in modern conditions of civilization to some general characteristic moments of national health systems are:

Change the legal status of form and content of the relationship between health professionals and patients, between producers and consumers of health services;
