President Bush issued National Security for the country in July, 2002. This National Security ensures to stop the terrorist attacks to the country, minimizes the destructions and helps in recovering from these attacks. This idea was to improve the security of the country with co ordination with Federal state and, private and local organization. There are numbers of federal and non federal departments which have been playing a vital role in providing security. DHS was appointed to play a vital role in strengthening the security. In November 2002, homeland act of security was come into force. The act described many responsibilities of departments which include analysis of information, protection of infrastructure, development of measures against chemical and nuclear threats, transportation issues and other big issues.

DHS took firm decisions related Cargo transportation issues. It has developed strategic planning to deal with cargo and drug transportation within the premises of the country. In August 2006, DHS and department of justice also submitted a strategy plan related to Counternarcotics strategy and Implementation Plan to the International Drug Control Coordinating Committee. The report showed that the objectives and measures were to close the gaps between America and Mexico in order to deal with counternarcotics along the South West border. It has also planned to install monitors at the airport at all entry places. DHS updated report showed that, the comprehensive strategic plans, developed by the CBP office of field operation, to secure the borders of America from all air, land, and sea entry places. In September 2006, this plan was finalized.
