Introduction

In the early 20th century street crimes have become much common in United States. Currently the crime which is most publicized there is African-American. They are recognized as one of the major social concern since their migration Northern cities of the 1910s. the emergence and growth of gangs in U.S. cities have observed by the community organizations, law enforcement officers, and local government officials in U.S. cities. In order to recognize this issue as an epidemic, public health officials, community activists, school officials, mayors and police chiefs have gone so far (U.S. Department of Justice, 1999).
