Introduction

The term foster care is generally applied to any type of substitute care facility-boarding home, adoptive home, or institution. Child Welfare League of America defined foster care system as a child welfare service that substitutes the family care responsibilities for a specific period for a child in situations when his own family members cannot care for him either for a temporary or extended period, and when adoption is neither possible nor desirable (Askeland, 2006).

Foster care system was established to provide temporary shelters to children who are removed from their homes for an assortment of reasons including abuse, negligence, adoption, illness, or death of immediate family member. The central goal of the foster care system is to provide support to such children safety, permanency, and well-being. Child Welfare League of America, started in 1920, helps in establishing the foster care system for child welfare services to enable them lead a prosperous life (Kerson, 2010).

Halfway House that specializes in teenagers and young adults provide a sober and supportive environment for teens that age out of the foster Care system for developing self-confidence, esteem, and sober-living skills. These residences deploy a set of therapies and psychological treatment to individual, which include group therapy, family therapy, equine therapy, arts classes, life skills education, outdoor activities, and sports programs. Teenagers participating can relearn how to make the most of life despite the difficulties faced. This provides encouragement to teens that enable them to effectively adopt the successive character building traits. Stressful events in life that lead to homelessness condition negatively influence the psychological development of the children that affect their normal mental capacity and restrict their abilities to finish high school or start college (Kerson, 2010).
