Introduction

The Consultation and Educational Department at the Greenby Community Mental health center is facing difficulties regarding funds generation. The lack of effectiveness and efficiency in its functions may result in reduction of their funds from different sponsors and donors. In order to avoid this fund halting process, the Consultation and Education department have to collect the data regarding their operations and require submit it to the Board of Directors of the health center. The department is responsible for conducting workshops for employees for their trouble recognizing and troubleshooting along with preventing the holdings of different programs. The evaluation process and outcome of evaluation measures needed to be put into practice for evidence gaining of program's worth and also its inefficiency.

The Greenby Community Mental health center needs to decide the most suitable, helpful and necessary evaluation program. The suggested process measure to the department of consultation and education is cost benefit analysis because it is facing the problems of funds and this process measure suits for its evaluation. The process evaluation measures help to evaluate the outcomes of this measures which ultimately help the health center to overcome their funds problem.

The activities and involvement of reviewing different agencies or organizations for verifications of programs' operations according to the plans and expectations constitute the process evaluation. (Rossi, Lipsey, Freeman, 2004). The implementations of procedures and designs are also determined in this process. This process not only monitors the progress of a program but it also corrects the mistake and loop holes in it.
