The topic of this paper is difficult to address on a number of levels because it strikes at the heart of what we normally perceive to be our advanced modern society and culture. The Western oriented system of free markets, democracy, and individual rights that has seemingly spread all over the face of the Earth, represents one of the greatest achievements of humanity and it is relatively short history as a species. Yet amidst an achievement, which has seen personal liberty become the ideal in so many societies and nations, there is also the enduring problem of dehumanization, exploitation, and the loss of dignity. Sexual harassment is a growing concern for people all over the world. Harassment in Public service offices has become very common and many incidents are reported each year. Due to the nature of work and the environment, the issue of sexual harassment in Public services has become a persistent issue.
Extent of Sexual Harassment
The extent of harassment varies in different sort of situations. It can occur in different circumstances:
The harasser can be a top of the victim, a customer, coworker, teacher or guardian, a classmate, or stranger.
The victim does not have to be the person you are harassed directly but it can be any of their environment, finding the harasser's behavior offensive and is affected in some way.
While the victim does not feel harassed, should not be considered harassing behavior illegally.
The center of the harassment can be both male and female; also the harasser may also be both a genus and the latter.
Neither should he be the bully of the opposite sex.
The harasser may be completely unaware that their behavior is offensive or is a form of sexual harassment may also be unaware that their actions could be illegal.
