The main purpose of this paper is to analyze the changes which have been made in the New Labour. Different changes have been occurred in the policy documents, discussion papers and instituted trainings of New Labour for the purpose of bringing improvements in the policy making including the Better Policy Making Paper. The paper discusses the potential and real benefits of these changes in the new labour policy.

Since the time of empowerment in 1997, there have been tremendous changes in the New Labour about the reforming of key elements since which have been set for the British Welfare State. There have been different changes in the New Labour policies. The main purpose of these changes was to bring improvements in the policy making. This paper is mainly focused on the different changes which have been brought into the New Labour and the impact of these changes as compared to the past policies. In order to bring the considerable changes in New Labour, an impressive range of measures have been adopted (CERNY 2000). These measures were mainly focused on addressing the different aspects including the early education and care of children, different services for the purpose of stabilizing and bringing enhancement in the quality of family relations mainly in the population belonging to the low-income sectors. These changes have also brought improvements in the parental employment and the flexibility in work hours and family life. However, there was a fine balance between the change and continuity. One of the changes in New Labour has been brought in the concerns about family. This included the sui generiaspects which have been drawn on the perspective of welfare state in United Kingdom. However, this change in the family concerns of New Labour policy has brought considerable changes. Another conclusion has been brought which is that New Labour is actually a creation of balance between the selectivist approach and a more universalist approach for the purpose of elevating the family as an agent for the social stability. Another conclusion which can be derived from this change is that the New Labour Policy is considered to be a very ideological project which can be come out to be social and economical in nature (SMITH 2001).
The labour government of United Kingdom has brought several changes in the policy agenda which is basically considered to be a reflection of the continuous transformation of the British Industrial Welfare state into a competition state.
