Introduction

The reason why nations are engaged in an activity of homeland security could be clarified by the effort made by government in the form of announcing vision six years after the 9/11 attacks. It has drawn a picture of collaborative working environment in a hope to ensure that the US is wealthy, free and as always a friendly nation (Nakaya, 2005). The vision has suggested that innocence of America and nobility of our hopes will be untainted by real-politics of globalism. However, one may hear frequent questions: what is meant by a homeland security? IS it an objective, an agency, a program, an administrative agency or just another effort to replace the word for management of emergency? Could it be assumed that it is about terrorism and all hazards? Or is it a completely different and new concept?

Despite the fact that there has not been found any explicit agreement about the definition, this could not prevent people from having occasionally prolonged conversations and discussions about the topic of homeland security. It has been like we have carried around a preferable definition of security in accordance with our priority and understandings. The topic has commonly been discussed and mimicked around; however, no one has truly mentioned the meaning of this term in real sense. If it is a real matter of concern and if we really wish to implement the envisioned strategies, we first need to find answer to what the term homeland security is meant?

There have been not less than five definitions of such security where more than seven definitions of the concept could be of an ideal type and could be based on declaration of the emphasis that could be put on by homeland security. In a metaphorical sense, each definition will be representing a set of interests that could claim a niche in the ecosystem of homeland security. Similar to the biological system, these entities have been found struggling for resources to ensure their survival, growth and an effort to reproduce their opinion in the remaining ecosystem (Smith, 2004). As this ecosystem of homeland security will continue evolving and interacting with environment, a person could expect the likelihood of variations in on certain aspects of its de4finitions, the process of reproducing in some other part of ecosystem and the selection of definition by others in a way that could confer value of most survivals.

Emphasis on Preparedness

September has been declared as the month of National Preparedness by the Homeland Se4curity Department and Red Cross of America. In this month, both parties have planned to work in partnership with state, local and federal organizations as well as the members of private sector to bring into notice the importance of preparedness.
