In this article the author has examined the networks which are connected with the conditions which are very uncertain. Such conditions lie under disaster management or crisis management. The article has focus on the situation in which there is a break out of disease of exotic animals. The articles further focuses on the difficulties which can be faced regarding learning under such critical conditions. The networks which are connected in such situations feel difficulty in learning the elements which are mostly taken for granted in such situations. These elements can be in the form of mature structural forms. It may or may not include the nature, working, framework or adaption behavior of such elements which are linked with particular crisis situation (Moynihan, 2008, P. 360).

The actions and roles of individual is also important in such scenarios. How the individuals will react to the reality and how to anticipate the environment will be as an anticipation of a particular crisis situation. These kinds of situations are mostly unanticipated therefore the reactions of the individuals also change in these scenarios. The reactions in the crisis by individuals includes the way people learn things, this includes learning forums, virtual learning of individuals, learning from the experiences of past, using the current information and formulating strategies for the future, and learning from the experiences and actions of other members of the network. The crisis management issues also includes the way an individual uses the network the procedures and policies in order to come out of a disaster.
