Some governments operate better and more effectively than others. From a budget standpoint, describe some of the things that characterize good, well-run governments.

Worldwide, more and more, local governments are expected to play an essential role in local economic development. When they perform this task properly, particularly in developed countries or developing countries, local governments have a strategic role, that of providing guidance to sponsors of local economic development and bring together and coordinate their decisions to actively contribute to strategic objectives economic development of the local community. They are also involved in improving local laws and to invest directly or through PPP or other provisions in the economic infrastructure to meet the needs of long-term growth of their local economy (Plosila, 2004). They are also involved in promoting business development and financial services for local businesses that meet the complex needs of many local economic activities, local groups of companies and their value chains. In some cases, local governments, with many advanced capabilities needed and having reached the level of institutional development and flexibility, are directly involved in the organization of business development services, well chosen and strategically important, and also involved in mitigating the financial risk that otherwise would affect local businesses or their financial service providers or business development (Plosila, 2004).

However, in most LDCs, local governments are rarely able to fulfill such a role. In most cases, their mandate and functional responsibilities in promoting local economic development are not sufficiently defined or depth in the legislation on local governments and are therefore not recognized and integrated into the rest of the legislation and the regulations.
