Abstract

The paper critically analyzes the book of TED G. Lewis “Critical Infrastructure Protection in Homeland Security. The author has explained several infrastructure sectors being evolved in recent critical infrastructures and then proposing various quantitative procedures in the evaluation for vulnerability and also for the establishment optimal policies in reducing these vulnerabilities. In his book Ted G. Lewis has conducted a survey over national strategy and the recommendations for the five principles as a guide as how these approaches can protect the infrastructure. The goal of this strategy is to help the world not just safer but better.

Introduction

The enormous struggle of the twenty century between the totalitarianism and the liberty has ended with an important victory towards the forces of freedom and also a single sustainable model for the success of the nation including freedom and free enterprise. The emergence of a broader spectrum of vulnerabilities (terrorism, sabotage, local conflicts, technical failures, natural disasters) and the growing interdependence of economic activities particularly vulnerable major lifelines (water, electricity, energy, telecommunications, transportation, emergency services and health information services, banking and financial services, etc.). However, these networks are the backbone of the economic and social activity in any country. As more and more interdependent and operating lean, their default setting can have a devastating impact on a large number of individuals and companies (Perl, 2004).

The National Security Strategy is a document drawn up periodically by the executive branch of government of the United States indicates that in general the country's national security policy. Thus, the concept of homeland security presupposes the vulnerability of U.S. territory and provides protection to the inside of its borders with the deployment of all security agencies from the FBI to the military. The homeland security thus built around the idea of locating, identifying, monitoring, removal and / or suppression of enemy infiltration. For that, it provides for the setting up of a combination of elements as diverse as monitoring of public and private life of individuals, their movements and networks, the increased surveillance of airports and seaports, places of work, protection of critical infrastructure like the power grid and the fight against nuclear and chemical weapons, biological and nuclear weapons of mass destruction (Perl, 2004).

Significance of the Topic

Today, faced with the threat of International terrorism and the rise of extreme events, the challenges imposed on the protection of critical infrastructures are becoming more numerous, while information technology, which interpenetrate all sectors of life and the economy, are also subject to new threats. The majority of the infrastructure to be considered critical in our society is held by private operators, the government and the private sector work hand in hand in Germany to ensure the effective protection of installations, facilities and systems involved.
