Text 1 is in the form of Essay, telling the readers about the issue of high cost associated with Consensus in UK. The essay discusses an event that occurred in past rather than any current issue. The author discusses that Consensus in UK resulted in a very high cost for government amounting to £259 million. The main reason behind the high cost was the use of manual methods to record and monitor data. This not only required a lot of time to estimate the population, but also required high cost to get the tasks completed. The essay also uses critique on the topic as the author thinks that there are severe issues with the collection of data. In the consensus, people are often asked about their income level, which may not be acceptable to some people as they may take this issue personally and are not willing to disseminate their personal information. On the basis of these arguments, the author comments that it may not be appropriate for the governing bodies to ask personal info like income level of individuals. People in UK are also very conscious about their personal info, so they do not easily accept this issue.

Moreover, the questions about race and ethnicity also led to severe criticism as the people do not like to be questioned about their race and ethnicity. It has been criticized because this consensus has failed to distinguish between race and culture. All argumentative text defends a position in opposition implicitly or explicitly to those who think otherwise.
