Abstract

This is an exploratory research study that critically reviews the differences and similarities within child abuse services within the southwestern region of the United States and northwestern region of Mexico; the demographics being Arizona, California, Baja California and Sonora. The research evidence annotated draws upon findings from previously published peer reviewed research papers, government statistical data and State child welfare service manuals. The framework of this review is to evaluate the history of child welfare reports, child maltreatment data, characteristics of children in foster care and children waiting for adoption between these border regions. This research uses qualitative approach in which the research is based on the secondary data. The qualitative research approach is practically more authentic than the quantitative approach because qualitative research is based on the evidence and past studies conducted by different researchers. The main findings are that all States are concerned with child welfare by providing services to prevent child endangerment by abuse, neglect or exploitation with the common goal of family preservation. The results of this research reveal that there is no significant difference that has been observed in the services offered by the CPS in both States of United States and Mexico. It has been concluded that the hypothesis H1 is accepted, as there is a less difference between the child protective services offered by the California, Arizona, Baja California and Sonora State.

Introduction

Background

The main center of every community where different efforts for the protection of the children are made is known as Child Protective Services (CPS). Either the child protective services can be a division within the State or they can be local bodies that work independently for the safety and protection of the children (Brittain, 2004). In most of the authorities, CPS is a department or agency that works in accordance with the law by providing various reports of investigation of child abuse and neglecting, which is useful for the safety of the children within a region. It also provides services to the children or their families where mistreatment of the child is happening or expected to happen (Virginia Department of Social Services, 2011). It is important to note that the CPS do not only work alone instead, different people belonging to police, law enforcement agencies, health professionals, professors, court personnel, and workers from social agencies are involved for the protection, identification, investigation, and treatment of the child abuse (Shelnutt, 2008). Moreover, many social organizations that are purely working for humanity and safety of the people strive hard to advocate and protect families where domestic violence including child abuse and neglect is common (Department of Social Health Services, 2010).
