In the past the US department of transportation has been recognized as a vulnerability which is allowed co-mingling of cargo as an intra fleet basis and other one is inter fleet basis which is provided in which there is one carrier was a US domestic. It is not permissible that air cargo transfers itself between two foreign carriers in which there is second carrier which proceed directly to a non-US destination. This is very flexible and easy way t transfer the foreign carrier, according to DOT, it is very efficient way in order to transfer domestic to domestic or foreign to foreign.
