The failure of Operation Hold the Line and Gatekeeper's stricter border policing led the George W. Bush administration to consider implementing a guest worker program. Negotiations with the Mexican government, however, terminated because of the attacks on September 11, 2001, which shifted the entire border paradigm to the “war on terrorism.” It signified a major bureaucratic relocation for the Border Patrol and added the mission of stopping terrorists from entering the United States.
